  1. Welcome and Apologies

Mike welcomed everyone to the meeting.  Apologies were given as above.  Mary Burbidge was welcomed as the new WVHMC Treasurer from 1st October 2024.

  1. Minutes of the Previous Meeting

The minutes from the meeting which took place on 2nd July 2024 were agreed and signed.

  1. Matters Arising

None.

  1. New Community Centre and Preschool

A Structural Engineer and builder have visited the Village Hall and dug holes where required to inspect the footings.  Awaiting the report, but first indications show potentially no underpinning will be required. S106 monies work still underway, and the project is very much dependent on this, but the plan is to apply for full planning permission before Christmas to commence building work by Easter and complete by end of Summer.

Mike highlighted the dreadful state of the Village Hall Garden, which is cluttered in rubbish, old toys, chairs etc.  Busy Bees advised that they are not responsible for the chairs but are slowly moving the old toys into the black wheelie bin for disposal.  Jaza kindly offered to tidy up the garden by moving any rubbish into the bin store in readiness for bin collection.  Jaza to establish cost for NNC rubbish removal if this is a more viable option.  Jaza to organise removal of the Ivy growing on the walls.

Busy Bees are currently on a lower rental rate of £8 per hour.  Mike advised that this would need to be increased inline with other users and completely reviewed after the Village Hall redevelopment.  Mike to speak to Busy Bees Chair, Anna Fermi to discuss.

Geoff requested a complete breakdown of Busy Bees rental payments for the financial year – Penny to obtain this information from the Busy Bees Treasurer as a matter of urgency.

  1. Christmas Fayre – Due to the closure of the current Events Committee, the Parish Council asked Busy Bees if they would like to take on the Christmas event and grow the Busy Bee’s Christmas Fayre. Penny to discuss with Anna Fermi and report back to the Clerk.  Clerk to raise at next Parish Council meeting, the Events Committee finances.

  1. Treasurer’s Report

The Clerk handed over Bowls rent cheques for August, September and October to the Treasurer.

Geoff had emailed the accounts to date, see attached.  Issues with utilities bills ongoing, Geoff to take meter readings to send in.  £600 member empowerment grant received from NNC.  New bank account to be completed this week. Geoff confirmed that the Annual return was now complete.  Mary Burbidge to take over from October 1st as Treasurer.

  1. Caretaker’s Report

Jaza confirmed that there had been a few bookings for the end of September/early October.  Jaza and Geoff to hold a meeting to discuss booking deposit system.

Jaza to contact Midland Trees to obtain a quote for the overgrown trees outside the Oasis which have caused a leak due to leaf blockages.  This is chargeable to the Village Hall.

Cleaner – further complaints received.  Mike to speak to Greg to arrange a meeting to discuss next steps.

New regular users include Living Well OT – Jaza to check payment schedule.  Singing class (previously included Dance 52 Thursday 4.30-5pm) and Karate (Tuesday 5-6.30pm).  These new users have requested an invoice.  Going forward from October 1st all users to be invoiced.

  1. Busy Bees Report

Busy Bees – a quiet summer as closed. Due to re-open on 4th September with 4 new starters (6 lost to school), due to the younger age of the new starters, sessions will be shorter.  New free baby/toddler session advertised as a marketing strategy starting Thursday 5th September.  Mike requested access to the Busy Bees cupboard as required e.g. Structural Engineer visit.  Due to the confidential nature of the documents within the cupboard, keys are not available in line with Ofsted rules.  It was agreed that Jaza should have a key and will attend to open when required.

  1. Youth Club Report

Due to lack of adult volunteers and dwindling numbers, unfortunately the Youth Club has closed.  The Youth Club thanked WVHMC and the Parish Council for their support over the years.

Clerk to raise at the next Parish Council meeting what is to be done with the large amount of equipment left behind and the monies (approx. £525) Financial statements are available.
