  1. Welcome and Apologies

Mike welcomed everyone to the meeting.  Apologies were given as above.

  1. Minutes of the Previous Meeting

The minutes from the meeting which took place on 3rd September 2024 were agreed and signed.

  1. Matters Arising

None.

  1. New Community Centre and Preschool

Structural work carried out over the summer confirmed that underpinning will be required. Greg has engaged with both preschool settings and an early learning needs survey will be issued to Wollaston and surrounding villages this week.  Once this information has been collated, the information can be shared with the S106 team.  Mike to write to the Duchy for compensation for the unusable gifted land of Irchester Road which was payment for the additional houses on Summers Grange.  Once the S106 monies have been secured then a public consultation will be carried out together with applying for planning permission and grant applications for funding.  Formal notice will need to be served to the existing users/hirers and temporary venues found for approximately 6 months.

  1. Christmas Fayre – Busy Bees have booked both the Village Hall and the Oasis for their Christmas Fayre on December 1st, 2024.

  1. Treasurer’s Report

The Clerk handed over Bowls rent cheque for November to the Treasurer.  Geoff confirmed that the Village Hall Insurance had been renewed (renewal premium £1,526.71, last year’s premium was £1,481.56).  Treasurer handover: Greg to be added to the bank account for online payments and will also create a generic Gmail email account for utilities/standing orders etc. Clerk to support with PAYE.  Geoff has submitted the 2023 Charity Submission Report and once three outstanding payments have been received, the year end accounts will be closed.  Greg to be made a Trustee and an AGM was called for November.  Mike thanked Geoff for his hard work and dedication over the many years as the Village Hall Treasurer.

  1. Caretaker’s Report (sent in by Jaza)

Bookings: The bookings are picking up a bit now that the weather is getting cold again. We have a couple of parties in October. Penny has given provisional dates for the Busy Bees Xmas fair which is going to be on the 1st of December. A question regarding this, do we charge Busy Bees to hire the hall for the Christmas fair? – Yes, a fee of £50 will be chargeable. I was contacted by the NHS blood bank; they want to set up regular donation days. I have not given them a final answer yet because I have had two different decisions on how we will charge them from Mike and Geoff. Please can the committee agree on what they should be charged. They said it will be a minimum of 3 days per year and more if we allow them. If the Oasis is big enough, they will be using that. They have said that a full day will be 9 hours long and we can give them specific days that they can use the hall – the normal commercial rate of £15 per hour for the Oasis should be charged. New regular users: Dawn from the fall’s prevention class has been getting on really well and said that she has had good feedback from her classes and more people are coming each week. She may want to add an extra session per week soon. Jack from the karate dojo is due to start in October. Charlotte, the singing teacher said she is getting on well too. In regard to the new users, they are requesting invoices for payment as they are from other businesses and need them for their accounts – where do we stand with this now – yes, this will be carried out and should be sent to the Treasurer on headed paper.

Maintenance update: I was able to clear the back area out of all the rubbish. It wasn’t an ideal job due to the uneven ground and should be kept empty now. Please can any rubbish from all users please be disposed of independently. I was able to fit it all into the bin shed for the time being. I got in touch with a couple of places and the cheapest quote I got from a local company was £195 to take all of it. Please let me know if I should go ahead or look for a cheaper option – Busy Bees have confirmed that they have removed all rubbish from site and therefore there are just chairs left which NNC should be able to remove at a small cost. The Oasis door lock got jammed last week, the maintenance man was able to temporarily fix it but did say it will need replacing soon, so I will get a quote for that – Penny advised that her husband will be able to do this. Also, if there are any concerns regarding the cleaning still, please can they be noted. There was a question of Hayley’s employment last month so was wondering where that stands – Greg to talk to Jaza on this subject.

  1. Busy Bees Report

No issues.  The new Thursday am Tots group is very successful with 20/25 mums attending.  Will continue advertising on Facebook on a regular basis to attract new children to the preschool.

  1. Youth Club Report

Due to lack of adult volunteers and dwindling numbers, unfortunately the Youth Club has closed.  It was agreed at the September Parish Council Meeting that all Youth Club equipment and finances are held/frozen for a year in the hope that new leadership and children will come forward.

  1. Studio 52 Dance Academy

No report.

  1. Other Users

No report

  1. Date of Next Meeting & AGM
