WOLLASTON PARISH COUNCIL

THE PLANNING WORKING PARTY

Purpose.  To assess the suitability of proposed building(s) for erection in the village.

Duties

  1. To scrutinise all planning applications received from North Northants Council planning department within the time limit set by the Council.
  2. To assess the suitability of the proposed application for erection in the village and inform NNC of the result of the assessment, taking into account the adopted Neighbourhood Plan.
  3. The Clerk is to send Members of the Working Party a copy of the planning application and signpost Councillors to where they can access details of the planning application, NNC Wellingborough District planning website or see link within the planning application. If comments are required before the next meeting ~ see below ~ it is the member’s responsibility to give their views to the Clerk by the due time.
  4. In carrying out this assessment the proposal is to be looked at from the aspect of the village as a whole and not from an individual point of view.
  5. While most planning applications are of concern only to those living in the immediate neighbourhood, members of the Working Party are to comment on:
  • The impact of the proposal on the surroundings.
  • Whether the proposal constitutes ‘over-development’ of the site.
  • Whether the proposal is in keeping with its surroundings.
  • The road and traffic safety aspect of the entrance/exit.
  • The amount of parking space in the proposal.
  • Adopted policies in the Neighbourhood Plan.
  1. In cases where there is concern, these concerns are to be discussed by the Parish Council as a whole, before commenting to NNC. Objection(s) to be submitted in formal letter and emailed as per details on planning application and a request for letter of objection(s) to be placed before the planning committee at their meeting.

N.B. The exception to this is when there is insufficient time for the proposal to wait to be discussed at the next Council meeting. I.e. those proposals received during the week following a Council meeting. In these instances, the Working Party’s comments will be forwarded to NNC and the Parish Council informed at their next meeting.

  1. The Clerk is responsible for collating the views of the Working Party/Council and forwarding them to NNC planning department.
  2. Meet to discuss any major development within the village in accordance with the Neighbourhood.

Composition:   6 Councillors and Chair.
