THE ENVIRONMENTAL AND HIGHWAYS WORKING PARTY

INCORPORATING STREET LIGHTING & CEMETERY

Purpose. To oversee the condition of the roads, pavements, grass verges, streetlights, cemetery and the like and to report such problems as are found to the appropriate authority.

 Duties.

  1. To tour the village once a month to look for potholes, blocked drains, loose kerbstones and other such faults and to report any repairs needed to the Fix My Street NNC Service and keep a register of what has been reported and when it was reported. Councillors to be designated areas to tour.
  2. To ensure the Mobile Vehicle Activated Signs are working and moved around the village to assist with Safer Roads. Batteries to be charged or replaced.
  3. In the Autumn to check that the salt bins around the village are adequately full and if not, to inform the Parish Clerk. Also distribute the Grit Shovels in the Autumn and collect in April.
  4. During the Summer months to check that the grass cutting is being carried out, and if not, to inform the Parish Clerk so the contract can be checked and contractor contacted if necessary. The grass contract to be subsequently prepared by the Clerk for March (every 3 years, 2025, 2028) with any additional areas to be maintained, added to the existing maps.
  5. On a quarterly basis, to check the condition of the benches, bins, signs, steps, railings and bus stops around the village and to report any defects to the Parish Clerk.
  6. In the Spring of each year, to check whether there are any trees, bushes, shrubs etc either overhanging or impeding any roads or footpaths or that are likely to interfere with the mowing, and to make arrangements to clear any such obstacles.
  7. In the Spring and Autumn of each year to check the condition of the 20 Millennium Trees on Hinwick Road and to take whatever action necessary to keep them in good condition.
  8. To tour the village at least once a month to ensure all streetlamps are functioning correctly and report any repairs needed.
  9. When necessary, to consult and liaise with residents/interested parties regarding new lighting or impediments to existing lighting. If and when additional lamps are needed, to obtain quotations for their cost.
  10. To check the cemetery grass is being cut, bins emptied, hedges, trees and gates maintained, and no headstones fallen over or vandalism. To check the WWII Memorial bench is in good condition and ensure the War Memorial and the surrounding area is in a proper condition for the annual Remembrance Service and the 2 soldier silhouettes (when they are in the Cemetery).
  11. To organise litter picks at least quarterly and establish an Environment Group of residents and councillors to target central areas of the village more frequently, keep visible road markings, footpaths clear of leaves and overhanging vegetation, maintain the Cradle, clean street signs and replace if necessary, and engage the services of the road sweeper.
  12. To continue to maintain a good working relationship with Highways at North Northants Council.
  13. Provide a report to the Parish Council at the monthly Parish Council meeting.

Composition: Councillors who are willing to commit time to the above.  This is a very ‘hands on’ working party and requires leg work, from 4 to 8 councillors, who divide the village into four areas of responsibility.                                                                                                                                 May 2026
