MINUTES OF THE MEETING OF WOLLASTON

PARISH COUNCIL HELD AT THE OASIS, HIGH STREET, WOLLASTON

ON THURSDAY 17th SEPTEMBER 2026.

PRESENT: Cllr Alvis, Atkinson, Carter, Farman, Gay, Goldsmith, Hodson, Mitchell and Threadgold.

IN ATTENDANCE:     9 members of the public attended.

PCSO Donna Fenner (Northamptonshire Police)

WARD COUNCILLORS:  Cllr Gordon Dunsmuir.

Apologies received from Cllr Tom Partridge-Underwood and Cllr Jon-Paul Carr.

26/224 – OPEN MEETING

Five members of the public attended the meeting to discuss planning application 26/002266/FUL 26 Eastfield Road, Wollaston, NN29 7RU.

Those present wished to clarify that the property had been sold to a builder for renovation and, contrary to comments made by a resident on social media and the planning portal, it was not intended for use as a House in Multiple Occupation (HMO).

The builder and residents acknowledged the existing parking challenges in the area. It was noted that the property benefits from a dropped kerb and that the application complies with the findings of the Transport Beat Survey.

Those present acknowledged the concerns raised by members of the community and recognised that the final decision on the planning application rests with the relevant planning authority.

Concerns were also raised regarding two older stationery vehicles parked on Eastfield Road, which were contributing to the existing parking difficulties. PCSO Fenner confirmed that she would visit the location and carry out checks on both vehicles.

26/225 – TO RECEIVE APOLOGIES FOR ABSENCE

Apologies were received for Cllr Savage (holiday), Cllr Jones (holiday) and Cllr Seager (work).

26/226 – NORTH NORTHANTS COUNCIL REPORT

Cllr Dunsmuir advised that the proposed parking charges for Wellingborough Town Centre will be subject to a public consultation to go live in October.  Cllr Dunsmuir will send through notes from the next NNC meeting to the Clerk.

26/227 – DECLARATION OF INTERESTS

None relating to business on the agenda.

26/228 – MINUTES

Minutes of the Parish Council meeting from 16th July 2026 were agreed and signed as a true account.   Unanimously agreed, motion carried.

26/229 – To RESOLVE to co-opt a new Parish Councillor

It was RESOLVED to co-opt Mr John Lopes to the casual vacancy on Wollaston Parish Council.

The newly co-opted Councillor was welcomed to the Council and completed the necessary Declaration of Acceptance of Office.

26/230 – NN/24/00021/WASFUL PLANNING APPLICATION 30-50 DODDINGTON ROAD

Further information has been received from the Planning Officer including a revised Noise Impact Assessment and a justification statement for the catchment area.  WPC have sent two emails to the Planning Officer this week, requesting a response – the key element is for NNC to clarify and prove that the site is not in the central spine, but in rural hinterlands, which means that it does comply with the spatial strategy for waste, including Policies 10, 11 and 12.

Once a response has been received, Cllr Mitchell and Atkinson to compile a final objection letter incorporating all information gathered over the summer.  Clerk to send out update.  Deadline for decision is 30th September 2026.

26/231 – EXPERIMENTAL TRAFFIC REGULATION ORDER – CLLR GORDON DUNSMUIR

Cllr Dunsmuir advised that, following successful trials in other villages, Wollaston Parish Council could apply for an immediate Traffic Regulation Order (TRO) restricting HGVs weighing 7.5 tonnes and over, without the need for consultation. It was further advised that, following an 18-month period, the Order could be upgraded to a permanent Traffic Regulation Order.

Cllr Alvis requested that Councillors compile a list of roads within the village that they consider would benefit from such restrictions.

The compiled list is to be forwarded to PCSO Fenner, who will liaise with the Traffic Police to obtain an initial overview. This will be followed by a walkaround involving Cllr Dunsmuir, Councillors and the Highways Executive to consider the proposed roads and potential restrictions.

26/232 – IT Support for Councillors and Clerk – LA

Cllr Alvis requested a more consistent approach for IT support for both Clerk and Councillors.  Cllrs to send through details of any known companies to the Clerk for consideration in the budget.

Cllr Alvis requested that payroll for the Clerk be outsourced going forward due to issues with the current system.  To be added to October Agenda as a resolution.

26/233– CLERK’S REPORT

The Pocket Park lease is due to expire in 2027.  Clerk is in discussions with Scott Bader who are reviewing and will provide a substantive response as soon as it is practicable to.

NCALC 79th Annual Conference is on Saturday October 3rd 10am – 1pm.  This is now full – Clerk to attend.

Local Government Pay Settlement pay award has been agreed at 3.3% and will be backdated to 1st April 2026.

Green Hill Solar Farm final objection – Clerk to send draft objection letter taken from Mears Ashby for Councillors agreement before sending.

Wollaston Together Magazine – last Edition has been published due to no takers for the position of Editor.  Editor to return desktop PC (originally donated by Cllr Goldsmith) and all advertisers to be refunded for the December edition.  The Magazine bank account currently sits at £4,304.16.

Correspondence received:

Resident advised that the footpath off Shepherds Hill had been reduced to the point that it does not exist – this is not a public or permissive path, so the Farmer is entitled to do this.

Resident raised an issue with the chaos of Newton Road, particularly on a Saturday morning, due to customers not parking in the co-op carpark and the co-op lorry having to wait for 30 minutes due to poor parking. The Parish Council advised that is not viable to put double yellows/parking restrictions in this area.  Also, the empty house next to the carpark is subject to vandalism/smoke detectors going off at all hours – the police are aware of this, and regular patrols are carried out.

26/234 – TO REVIEW AND APPROVE THE FOLLOWING POLICY: RISK ASSESSMENT POLICY

It was unanimously RESOLVED to agree to approve the above policy. Clerk to publish on website.

26/235 – FINANCES
