MINUTES OF THE MEETING OF WOLLASTON

PARISH COUNCIL HELD AT THE OASIS, HIGH STREET, WOLLASTON

ON THURSDAY 19th October 2023.

 

PRESENT Councillors Messrs Alms, Alvis, Boddington, Carter, Hodson, Jones, Mitchell, Savage, Talbutt, Threadgold and Mrs S. Grant (Clerk & RFO).

23/089 – OPEN MEETING

None.

 

23/090 – TO RECEIVE APOLOGIES FOR ABSENCE

Apologies were received from Cllr Goldsmith & Milroy.

 

23/091 – NORTH NORTHANTS COUNCIL

No Report

 

23/092 – DECLARATION OF INTERESTS

None relating to business on the agenda.

 

23/093 – MINUTES

Minutes of the Parish Council meeting from 21st September 2023 were agreed and signed as a true account.  Proposed by Cllr Mitchell, Seconded by Cllr Savage. Unanimously agreed, motion carried.

 

23/094 – CO-OPTION

Mr Phillip Boycott was introduced and welcomed to the Parish Council as a new Councillor.  Clerk to send relevant paperwork to Mr Boycott.

 

23/095 – CLERK’S REPORT

Report circulated with Agenda, appendix 1.

5K Community Grant applied for Events Committee, decision within two months.

Resident of 163 Hinwick made contact regarding Historic Lime Tree issue.  It was agreed Council cannot set a precedence and contribute to costs involved.  Clerk to write to resident confirming.

New Website went live on 17th October.  Please send all feedback to the Clerk.

Cllr Boddington requested link to Wollaston Magazine.  Clerk to arrange.

Community Mini Bus details were circulated.  This would need support to co-ordinate.  Agreed to move to back burner for immediate future.

First Responders have offered a free CPR/Defib session as a thank you for their Community Grant – Clerk to request for the community.

Confirmation received for Meeting at Chester House on 1st November to discuss Greenway routes (Cycleway from Wollaston to Irchester).  Clerk to attend with Cllr Alvis and Savage.

A big Thank You to Cllr’s Savage, Jones, Threadgold & Talbutt for their continued hard work bench staining, sweeping of leaves, painting road signs etc.

Advance notice of Offsite Highway Works received from Bloor Homes to complete re-laying of footway between driveways heading north along Hookhams Path.

Provisionally planned for Easter Half-term April 2nd – 12th 2024.

“No Mow May” proposal – as Cllr Milroy was absent and this was her proposal, it was agreed that Cllr Alms and Cllr Milroy should come back to the November meeting with a proposal for an idea of selected areas within the village.

Remembrance Service 12th November – the following Cllrs have agreed to read out the names of the fallen at the service -Cllr Boddington, Savage, Threadgold, Alvis, Boycott & Hodson (tbc).

Councillor Drop in Session to be held at Wollaston Library on Saturday 28th October 10am – 12.30pm.  Cllr Alvis and Boddington to be in attendance. Clerk to advertise on social media and noticeboards.  Decide on future sessions following feedback/success of 28th October.

Receipts circulated. It was RESOLVED to approve receipts for September 2023.  Proposed by Cllr Threadgold. Seconded by Cllr Alms.  Unanimously agreed, motion carried.

QUARTER 2 BUDGET JULY – SEPTEMBER 2023

 

Budget circulated.  It was RESOLVED to approve Budget figures for Quarter 2 2023.

Proposed by Cllr Mitchell.  Seconded by Cllr Threadgold.  Unanimously agreed,

Motion carried.  Clerk to re-look at moving c £50K to higher interest account again.

Clerk confirmed that VAT cannot be reclaimed on behalf of anyone else including Cllrs buying products for the Council (eg Paint etc).  PC debit card to be used or ordered by the Clerk only.  Budget Meeting confirmed for 14th December 2023, ratified on 21st December meeting.

 

 

23/097 – REPORTS

 

(a)   Playing Field & Parks Management Committee Update – draft minutes circulated (Appendix 5).  No issues.

(b)  Environmental, Highways, Cemetery & Street Lights Update – No issues.

(c)   Street Dr/Fix My Street Report – Report circulated (Appendix 6) – Cllr Savage reported slight reduction on report. Potholes on High Street have been repaired.

(d)  Footpaths Update – A509 wooden bridges both sides have been damaged, reported and will be fixed both sides within 28 days.  Cllr Savage to send an email to Ian Boyes regarding potholes on Millers Lane.  Clerk to chase Kier on the update from the Village Library drop in session held in September.

(e)  Village Hall Update – draft minutes circulated (Appendix 7).  No issues.

(f)    Crime and Community Safety Update – 14 recorded Crimes for September

1 Assault with injury, 1 Assault without injury, 1 Blackmail, 1 Burglary of a Home, 1 Crm damage to dwellings, 1 criminal damage other, 1 cruelty to children/young persons, 1 Obscene publications, 1 Public Fear, 1 Sexual activity with a minor, 3 stalking, 1 theft from vehicle. Figures provided by PCSO Donna Fenner 25/10/23.

(g)   Community Events Update – Cllr Boddington reported Christmas Fayre is booked for November 26th.  Clerk confirmed Road Closure applied for.

6th June 2024 Beacon Lighting at 9.15pm for DDay 80 celebrations. Cllr Boddington confirmed Wollaston Magazine is doing well with four new enquires and printing costs are being covered.

(h)  Community Centre and Preschool update – Cllr Mitchell passed three options for potential sites for new community centre.  These options hope to be presented to the Community on 26th November for feedback.  It was agreed that Cllr Mitchell is to obtain a quote from Architect who will take the existing plan in the attempt to re-configure into different shape (approx. £5k).  Cllr Alvis to contact Principle Specialist Risk Assessor for the HSE for a conclusion to their investigation and either approve or decline the request from Scott Bader. Cllr Alvis confirmed that we are awaiting response from Scott Bader to confirm there is no intention to extend the risk zones.  Once a further update is available details to be sent out to Councillors before the next meeting in November to obtain feedback.  The potential for a formal meeting between WPC, Scott Bader and the HSA was suggested.

23/099 – NEXT MEETING

Meeting of Wollaston Parish Council meeting to take place on Thursday 16th November 2023, 7pm, Oasis Building, High Street, Wollaston.
