MINUTES OF THE MEETING OF WOLLASTON
PARISH COUNCIL HELD AT THE OASIS, HIGH STREET, WOLLASTON
ON THURSDAY 16th MAY 2024.

PRESENT: Councillors Alvis (Chair), Boycott, Goldsmith, Jones, Milroy, Mitchell, Talbutt, Threadgold and Mrs S. Grant (Clerk & RFO).

24/042 – ELECTION OF CHAIR

Cllr Boycott proposed Cllr Alvis as Chair.  Cllr Mitchell Seconded the proposal, agreed unanimously, motion carried.  Declaration of Office signed.

 

24/043 – ELECTION OF VICE CHAIR

Cllr Mitchell proposed Cllr Savage as Vice Chair.  Cllr Goldsmith Seconded the proposal, agreed unanimously, motion carried.

24/045 – TO RECEIVE APOLOGIES FOR ABSENCE

Apologies were received from Cllr Alms, Boddington, Carter, Hodson and Savage

PCSO Donna Fenner, Cllr Carr and Cllr Partridge-Underwood.

 

24/046 – NORTH NORTHANTS COUNCIL – Green Hill Solar Farm – Cllr Griffiths advised that a Steering Group had been formed who will be opposing the Solar Farm due to the sheer scale (would be the largest in the UK) being built on good agricultural land.  The petition against this solar farm reached 1100 signatures and the next step is to hold a briefing with Ward members and Parish Councils on how the project is opposed.  A Wollaston representative for this steering group would be recommended.

Cllr Griffiths updated on the recent Ward tour with NNC Chief Executive, Adele Wylie who was shown the scale of the proposed solar farm.  Encouragement and pressure for Wollaston’s LUF application for £600k towards the Village Hall development was raised and will be supported by the NNC Ward.  WPC to write to local MP, Gen Kitchen for her support.

Minutes of the Parish Council meeting from 18th April 2024 were agreed and signed as a true account.   Unanimously agreed, motion carried.

 

 

 
24/049 – CLERK’S REPORT

Report circulated with Agenda, appendix 1.

Clerk reminded Councillors of the Kier Highways session on May 21st 1-3pm at Wollaston Library.    Clerk to send latest Street Dr report to Kier.

Quote received from NNC for Pedestrian Crossing Signs on A509 Wollaston & Bozeat (£1235) Awaiting Cllr Carr to establish if there is any budget available to move the project forward.

Village Clean up 2024 – Thank you to the Environmental Team who have been out staining benches in the cemetery and painting railings and posts in Cobbs Lane/High Street.  Thanks were also passed to Scott Bader who held a volunteer day on May 3rd to litter pick and tidy up the London Road just off the A509 slip road.  They have offered a further volunteer day in June.

Manchester Bomber Memorial Service – Saturday 22nd June 12 noon Shepherds Hill, all Councillors welcome.  To be advertised on Facebook.  Minister and Last Post player are booked and confirmed.

Clerk is unavailable on the following dates: Tuesday 21st May (CiLCA) and Monday 27th-Friday 31st May (holiday).

It was RESOLVED to approve and sign off internal audit 2023/2024 and report.

Confirmation of the dates of the Period for the Exercise of Public Rights.  Publication dates 3rd June 2024 to 12th July 2024.

 

It was RESOLVED to approve the spending of £20,117 Historic S106 monies for Sports Association/Playing Field Committee recommendations and to leave balance of £50k in the S106 Nationwide Account for later consideration and best use.  Proposed by Cllr Mitchell, Seconded by Cllr Threadgold, Unanimously agreed, motion carried.

 

24/051 -Wollaston Skate Park Proposal (see appendix 10)

Report produced by Cllr Boddington was circulated and agreement made in principle to support this project as a Green space to incorporate a skate park.  Cllr Goldsmith to contact Duchy to confirm change of use for Irchester Road site and establish whether a S106 deed of variation is required.  Cllr Mitchell and Clerk to look into pre app application & costs before a community meeting is held.

24/052 – REPORTS

 

(a)      New Community Centre/preschool Update – pre app has been submitted together with the Transport Statement, awaiting outcome. Regular users of the Village Hall have raised their concerns with finding alternative venues and the timings.  This will be looked at once the timings are better known.

(b)     Playing fields & Parks Management Committee (Draft Minutes appendix 7) – no issues.       Environmental, Highways, Cemetery & Street Lights Update –Street Dr/Fix My Street Report Report circulated (Appendix 8 ) Clerk to send this report to Kier for Highways session on May 21st.

(c)      Footpaths Update – Meeting confirmed for May 29th 2pm with Kexby Estates to discuss the closed Shepherds Hill footpath.

(d)     Village Hall management Committee Update – There has been no applicants for the voluntary Village Hall Treasurer position following recent advert, will need to employ for this position.

(e)     Crime and Community Safety Update – no report available.

(f)        Community Events Update – 6th June D-Day 80th Anniversary Event to be held Thursday 6th June at Beacon Hill in conjunction with the Museum.  Gates open 8pm, Beacon Hill opened at 8.30pm with the Beacon lighting at 9.15pm.  Cllr Alvis to deliver speech.  Wollaston Festival Sunday 30th June 12.30-4.30pm – Volunteers needed.
