25/035 – CLERK’S REPORT

Local Elections – May 1st.  Nomination packs are now available. The deadline for submission is 4:00 PM on April 2nd. The Chair will be delivering nomination forms to the Kettering Office on Tuesday, April 1st. Provisional checks have been undertaken by NNC on 4 nomination forms, and they have all failed, therefore please ensure your completed forms are submitted to the Clerk by Monday 24th March for checking.

Hinwick Road Trees – A resident of 151 Hinwick Road has raised concerns about trees that require pollarding or removal due to ongoing issues. David Tew previously arranged for these trees to be pollarded in 2021. We have explained that these trees are not the responsibility of the Parish Council, and North Northamptonshire Council (NNC) have also declined to assist. As a precedent, the resident of 163 Hinwick Road recently arranged and covered the cost of felling the tree outside their property after we were unable to help.

Email received from a resident regarding speeding and inconsiderate drivers on Cobbs Lane (not stopping at the crossing).  The resident also copied in the email to NNC Highways who responded immediately that they would forward the matter to their Community Liaison Team for review and response within 10 days.

Update on the Hill. An offer from Friends of the Hill Steering Group has been made to Scott Bader which is not subject to surveys to keep this community asset available to the village.  Awaiting further updates.

VAS update.  Grant received for £2,500 and two units have been purchased for £5,000 as agreed at the February meeting.  Quote received from RS Electrical Services for £222 plus VAT for fitting.  Awaiting second quote.  The two battery units to be repositioned in the Village by Cllr Savage (Hookhams Path).

25/035 – REPORTS

(a) New Community Centre/preschool Update – Unfortunately our plans have been rejected by NNC S106 Team based on the demographic changes since the original Section 106 agreement was entered into, as well as the change in demand for the range and scale of early years provision in the area, they are concerned that the revised village hall proposals do not appear to deliver an adequate number of places to meet sufficiency requirements (nursery age children). There are also concerns over the viability of the business plan put forward by the current operator. We are awaiting a further meeting with the S106 and Early Learning Years Team to establish if there are any alternative options that could support improvement or expansion works for the Village Hall.

(b) Playing fields & Parks Management Committee (Draft Minutes appendix 5). No issues. Work has commenced on the new MUGA courts at the Playing Field and is anticipated to take three weeks.

(c) Streetlights – no issues. Street Doctor Report (Appendix 6) no issues, meeting due to be held on Monday with Ben Wright from Kier to discuss poor London Road surface condition.

(d) Footpaths Update – no issues. Damaged footbridge work at Raymond Close is currently in progress.

(e) Village Hall management Committee Update – (Draft minutes appendix 7). No issues, Treasurer handover almost complete. Depending on the outcome of the Village Hall S106 Early Years infrastructure project, rent for all users will be reviewed.

(f) Crime and Community Safety Update – figures provided by Northants Police confirmed that 7 crimes were reported in February. PCSO Donna Fenner will be in the Library on Thursday 27th March 2.30pm -4.30pm. Wollaston Together Magazine Spring Edition has been published and distributed.
