MINUTES OF THE MEETING OF WOLLASTON

PARISH COUNCIL HELD AT THE OASIS, HIGH STREET, WOLLASTON

ON THURSDAY 16th JULY 2026.

PRESENT: Cllr Alvis, Atkinson, Carter, Farman, Gay, Goldsmith, Hodson, Jones, Mitchell, Savage, Seager and Threadgold.

IN ATTENDANCE:     Four members of the public attended.

WARD COUNCILLORS:  Apologies received from Cllr Gordon Dunsmuir, Cllr Tom Partridge-Underwood and Cllr Jon-Paul Carr due to the NNC full meeting.

26/209 – OPEN MEETING

Speaker No. 1 addressed the Parish Council regarding ongoing concerns about the parking of large vans, which are not associated with nearby properties, at the junction of Hinwick Road and Howard Road. She advised that this has been an issue for at least two years and that photographs had been provided to the Parish Council to illustrate the problem.

She expressed concern that the parked vehicles significantly reduce visibility at the junction, creating a dangerous situation and posing a serious risk of an accident. The local PCSO had visited the location and advised that the installation of a traffic mirror was not considered feasible. Instead, the PCSO suggested that the matter be raised with the Parish Council to request the introduction of double yellow lines.

It was agreed that Cllr Savage would raise the matter with North Northamptonshire Council Highways and report back to the Parish Council.

Speaker No. 2 expressed the view that Hinwick Road should be made a one-way system to improve traffic flow and road safety.

No apologies were received.

26/211 – NORTH NORTHANTS COUNCIL REPORT

26/214 – NN/24/00021/WASFUL PLANNING APPLICATION 30-50 DODDINGTON ROAD

Update received from the Case Officer at NNC is that the consultation responses have been sent to the agent and they are awaiting their response.  Awaiting to see if NNC take the application to committee, dates are being discussed with NNC management.  Councillors requested that the Clerk respond to the Case Officer requesting why the agent is given additional time and for more information on why this is likely to be taken to committee.

26/215 – TO DISCUSS WOOD CHIPPINGS FOR THE IRCHESTER ROAD FOOTPATH

Cllr Farman advised that the resident from Francis Dickens Close who used to furnish the Irchester Road footpath beside the Vicarage has now moved away and that it would be good to continue to woodchip this path as it enhances the footpath and prevents weeds.   Cllr Farman to source wood chippings at no cost and potentially store at the Vicarage.  Help will be needed to wheelbarrow the chippings on.  It was noted that a request had been made to trim back the nettles and brambles on this footpath – Cllr Threadgold and Cllr Savage to action.  Clerk to contact resident regarding cutback vegetation on the footpath.

26/216 – TO RESOLVE TO REIVEW THE MEMBER CODE OF CONDUCT AND EQUALITY AND DIVERSITY POLICIES ON AN ANNUAL BASIS RATHER THAN BI-ANNUALLY.

There has been no update from NNC on the graffitied utility box on the Cobbs Lane roundabout, it was agreed that the Environmental Team should paint this.

26/220 – EXPERIMENTAL TRAFFIC REGULATION ORDER – CLLR GORDON DUNSMUIR

To be moved to the September Agenda.

26/221 – REPORTS OF THE WORKING PARTIES/REPRESENTATIVES

  • New Community Centre/preschool update (MG/JM/GC) – Public consultation was held on Tuesday 30th at the Village Hall with PHP architects and approximately 50 residents attended with good dialogue and feedback. Some challenging feedback from direct neighbours regarding noise and height, all of which will be considered in line with the pre-app and reviewed and shared.  The storyboards were on display in the library window between 6th-13th July to capture anybody who was unable to attend the consultation.  A number of surveys require to be commissioned as part of our full planning submission (Noise impact, environmental, bats etc).   Cllr Carter will commence reaching out to these contacts.  There has been no further communication from NNC S106 team, Cllr Carter to chase.  Cllr Atkinson asked whether a new costing would be carried out as the previous estimated 1.2m was from 2/3years ago.
  • Playing fields & Parks Management Committee (TS) – (draft minutes attached). No issues, although there has been some anti-social behaviour at the Playing Field with teenagers holding parties and consuming drink/drugs.  The Committee have written to the school and issued a social media post.  Playground Audits have been undertaken for London Road and St Mary’s playground and all items with a score of 8 or more are being reviewed with a playground contractor.  Streetlights – no issues.  Environmental –  Street Doctor – Report has reduced by 28 mainly due to the York Road and Francis Dickens patch repairs.  Fly tipping on Hinwick Road (litter sacks) has been reported again by Cllr Savage.  The Scott Bader litter pick will now be held on July 21st.
  • Footpaths Update – (AT/PJ) No issues. Thank you to Cllr Threadgold for cutting back the Mortuary footpath. Permissive path signs have been re-instated following the signs being thrown into the hedge.
  • Village Hall management Committee Update (MG) – A water leak at the Village Hall is being investigated by Anglian Water. Two new prospective users have been lost due to the upcoming village hall re-development.  The Charity Commission now require various policies to be put into place, the WVHMC will be working on these and hope to have them completed by Christmas 2026.
  • Crime and Community Safety Update (NF) – figures provided by Northants Police confirmed that 17 crimes were reported in June. Village walkabout with PCSO Donna Fenner and Sarah Buter from Greatwell Homes arranged for September 9th with Cllr Farman, Threadgold and Savage.
  • Summers Grange Update – Planning application WP/20/00314/FUL – Land adjacent 25 Hookhams Path Wollaston – Approve details reserved by condition 24 (hard and soft landscaping) of planning permission reference WP/20/00314/FUL for larger play area and new equipment has been permitted. Reports that the paths are overgrown, possibly for the wildflowers.  All maintenance is carried out by Bloor Management Services.
  • Neighbourhood Planning Steering Group Update (GC) – Cllr Carter advised that he and Cllr Mitchell had completed the Scoping Consultation. The NHP Group have issued a Call for Sites for any potential landowners in the Village.  We are aware of three plots of land that have been put forward – two from the Duchy – London Road (near to A509) and the extension of the Summers Grange Development and a plot of land behind York Road/A509.  These sites will be assessed by the LPA.   Cllr Mitchell has secured 2 hours per month with NHP expert Mr Mike Haybryne and the NHP Group will convene in September.  Further details of required numbers of additional housing is expected in October/November 2026.
