25/074 – REPORTS

(a)   New Community Centre/preschool Update – Communication received from Stacey Wylie (NNC) on July 16th advising that The Council’s Early Years Sufficiency Team previously raised concerns about the Parish Council’s proposal to use S106 funds for the village hall expansion, which would only provide a small number of new places for 1–2 year olds and none for 0–1s, where demand is highest. No revised proposals have been received from the Parish Council to date. Since then, early years provision across Wellingborough has shifted due to unexpected setting closures, increasing pressure on remaining providers. NNC is prioritising funding towards 0–2 provision and is awaiting final September intake data to assess ongoing demand. A meeting to review the Wollaston project can be arranged in late August or early September, once more data is available.  It is proposed that Wollaston Parish Council forward a proposal that a new Nursery is built in Wollaston on alternative Duchy land using the S106 funds from both Wollaston and Irchester, leaving the Parish Council to upgrade the Village Hall using the £54k sports hall, £30k from Playing pitches residual and the Parish Council allocated funds (£97k).

(b)  Playing fields & Parks Management Committee (draft minutes appendix 5.)  No issues.

(c)    Streetlights – no issues. Street Doctor Report (Appendix 6) – report circulated, no issues.

(d)  Footpaths Update – Meeting held with the Clerk, Cllr Threadgold and Cllr Jones with Mr Ian Frost of Kexby Estate to arrange signage for the permissive footpath agreed for Shepherds Hill.  Cllr Farman to speak to Cllr Threadgold regarding chippings for Scott Bader footpath – discuss at September meeting.

(e)  Village Hall management Committee Update – (Draft minutes appendix 7) – Cllr Dan Gay declared his interest in the preschool due to his affiliation with the Wollaston & Strixton preschool.  Busy Bees preschool will be extending their hours to 9am – 3pm three days per week which will hopefully help their financial situation.

(f)    Crime and Community Safety Update (NF) – figures provided by Northants Police confirmed that 10 crimes were reported in June.  Next surgery date is Tuesday 19th August 2pm – 4pm.

(g)   Summers Grange Update (JB) A meeting has been set up for 11am (to be moved to 10.30am if possible) Friday 25th July with Bloor to walk around the estate – Councillors to attend if able.
