26/135 – REPORTS

  • New Community Centre/preschool update (MG/JM/GC) – The S106 Business Case application will be completed by Cllr Carter and submitted by the deadline of the 30th of January.  The Architect has prepared and updated the ground floor plan based on discussions with Wollaston and Strixton preschool for us to review. The pre-application report will need to be re-visited and a Community Consultation prior to planning permission.
  • Playing fields & Parks Management Committee (TS) – (minutes to follow) The S106 business case for a 2-year ground maintenance plan and new hybrid cricket wicket was submitted in December for work to commence in April, but monies will not be available until later in the year – Clerk to forward details to Cllr Dunsmuir.  Most of the urgent play area repairs have been carried out.  Floodlights are still tripping and continue to cause an issue, being investigated.  Balance of the tree audit work will be completed next week.  MUGA continues to be well used.  (TS) Street Doctor –many white faded lines and potholes have been actioned including High Street.  London Road stream and vegetation has still not been actioned by the Duchy.  A review of all yellow lines within the Village is scheduled with Kier (Ben Wright) for January 30th.  Cllr Savage is attending the Highways briefing in Corby on 19th  Street Lighting – St Mary’s Church lights are not working due to a fuse continually shorting; this is being investigated.
  • Footpaths Update (AT) –Permissive footpath signage has been delivered for Shepherds Hill as Kexby Estates have agreed to the permissive path. Awaiting confirmation of a new gate from Kexby Estates Manager.
  • Village Hall management Committee Update (MG) – no issues with the day to day running and bookings, some of the repair works have now commenced. Busy Bees will remain the Village Hall until the new hall is built.
  • Crime and Community Safety Update – figures provided by Northants Police confirmed that 8 crimes were reported in December. PCSO Fenner will send out an invite nearer the summer for all Councillors to walk around the village with her to highlight any issues.  North Northants now have their own parking team, and they can be contacted on trafficenforcement@northnorthants.gov.uk
  • Summers Grange Update (JB).  The safety entrance bollards are now installed (awaiting chains).  Dogs on lead notices will be installed shortly.  The 20mph speeding signs seem to be having an impact.  Clerk to send inadequate play area complaint details email trail to Cllr Dunsmuir.  Cllr Barber to consider a poll on the Summers Grange Facebook page for the play area feedback.
  • Neighbourhood Planning Steering Group Update – Communication received from NNC’s Planning Policy Manager is that the recommendation is to take the Local Plan forward under the new planning system, which has a lot of advantages for plan making, rather than trying to meet timescale for submission by the end of the year. The aim is (subject to the formal outcome of the report recommendation at the Executive on 20th January) to update Parish Councils on the work, timescales and implications through workshops to be arranged in February.  Cllr Alvis advised that the PPG (Patient Partnership Group) for Wollaston and Bozeat Doctor Surgeries has folded – all complaints will need to be directed straight to the Surgery.

A letter was received by Wollaston Parish Council on December 10th from the agent requesting the removal of our objection due to new information addressing our objections.  Cllr Alvis reported that since the last meeting of the Parish Council the HSE had been consulted, but this is not in their remit.  All surrounding villages (Great Doddington, Strixton, Irchester, Earls Barton and Grendon) have added this planning application to their agenda and have raised objections.  Chair has consulted with the Duchy, Kier Highways, Sarah Bool (MP), Summer Leys and Clerk continues to raise awareness via social media and posters.  Clerk to check Fire and Resue consultee response with the case officer.  Should this application go to planning, then it was felt that external assistance of a Barrister or a professional in this area would be appropriate for the public consultation.  There have been approximately 150-200 objections raised at this stage.
