25/124 – REPORTS

  • New Community Centre/preschool update (MG/JM/GC) – A positive meeting with NNC was held on November 25th at which the principles of the latest pre-school proposal was supported and the key NNC stakeholders will recommend the proposal to the funding board in February. This is largely due to the Wollaston and Strixton pre-school business plan. Next steps include the submission of an application of a formal business case to the Developer Contributions Board for the meeting on February 12th, once approved the completion of the legal grant funding agreement, detailed reviews of the building drawings with the architect/W&S pre-school, a community consultation, a formal planning application incorporating the pre-app and community consultation feedback, funding and Parish Council loan and a building contractor tender process.  To date, £99,000 has been accrued for the project with a further £20k requested from the 2026/2027 Parish Council budget.  Funding raising and business investments will need to be explored.  Initial research suggests that the Parish Council can obtain a loan through Public Works Loan Board (PWLB) funding.  Cllr Carter was thanked for his hard work with this project.
  • Playing fields & Parks Management Committee (TS) minutes circulated, no major issues. The playground audit works have been delayed by the contractor until January 7th and there are issues with the MUGA floodlights continually tripping.  A S106 business case for £43,000 has been submitted for a 2-year ground maintenance plan and new hybrid cricket wicket from the allocated playing pitches S106 monies.  To be presented to the Development Contribution Board on 12th  Environmental – A litter pick will be required in the New Year as the verge from the playing field to the A509 is extremely littered. The Duchy have agreed to clear the vegetation on London Road, however access is proving difficult due to vehicles parking directly beside the area.

Street Doctor –main issues are faded lines, many of which have been scheduled for action.  A review of all yellow lines within the Village is scheduled with Kier (Ben Wright) and once this has been held, there may be a need for a potential sub-committee to look at areas such as the top of Hookhams Path. Street Lighting – no issues to report.

  • Footpaths Update (AT) –Permissive footpath signage has been delivered for Shepherds Hill as Kexby Estates have agreed to the permissive path. Awaiting confirmation of a new gate from Kexby and once arranged, an article will be placed in the Wollaston Together Magazine and the website.
  • Village Hall management Committee Update (MG) – no issues with the day to day running and bookings, however there are various major improvements which do need carrying out as a matter of urgency.
  • Crime and Community Safety Update (NF) – figures provided by Northants Police confirmed that 10 crimes were reported in November. NNC now have a direct Parking Enforcement Team. It was Unanimously RESOLVED to purchase a Bleedkit for the Village at a cost of £108.00 with free training for the library location within the De-fib cabinet. Wilby Parish Council are also donating a bleed kit to Wollaston.  Cllr Farman to arrange and also speak to the Hill if they would like to raise funds for a kit.
  • Summers Grange Update (JB). All rubbish and builders bag removed from the wooded area.  The waste bin has been relocated to a more suitable position on the estate at a cost of £1,000 to Bloor.  The new safety entrances will be carried out in January and the dead trees removed in February.  A new solar light has been installed to improve lighting on the development.  The footpath repairs are now complete.  There has been a number of thefts of tools and paving slabs on the estate.
  • Neighbourhood Planning Steering Group Update – see attached minutes. No action until the New Year once the Local Plan is available.  Three members of the public have joined the Steering Group which is excellent news.
