MINUTES OF THE MEETING OF WOLLASTON PARISH COUNCIL HELD AT THE VILLAGE HALL,
HIGH STREET, WOLLASTON ON THURSDAY 21 OCTOBER 2021 at 7pm
PRESENT: Councillors Messrs Alms, Alvis (Chair), Boddington, Jones, Savage (Vice Chair),
Talbutt, Tew, Threadgold and Tyrrell .
IN ATTENDANCE: No members of the public.

OPEN MEETING
PCSO Donna Fenner was welcomed to the meeting and reported that she had
returned to work after sick leave and PCSO Mike Norman had been covering.
Wollaston is now part of the Irchester Ward and as Northants Police have
significantly increased recruitment, this has made a visible difference to the level
of neighbourhood policing in the County. Wellingborough area now has 4 Snr
officers, 13 PCs, 9 PCSOs (including 3 Rural PCs, up from 1). There is more visible
policing now with officers being required to be out of the office 60% of their time
to include sitting in communities. The Beat Bus attended Wollaston on Saturday
16 October with some residents coming along. Next attendance TBC and held at
Wollaston Village Hall car park.
Crime Statistics for Wollaston – 01.09.21-11.09.21 burglary at The Grove, 13.09.21
burglary at High Street business premises, 23-25.09.21 vehicle crime at Church
Lane, 24-30.09.21 criminal damage at Irchester Road and 29-30.09.21 burglary at
Hookhams Path. Other reports of drugs raids and domestic incidents.
PCSO Fenner left information cards regarding Northants Neighbourhood Alert
Scheme which the public can sign up to receive alerts and news.

Milroy and the Clerk due to family/illness. Apologies received from Cllrs Messrs

It was RESOLVED the Minutes of the Parish Council, held on Thursday 16
September 2021 were read and signed as a correct record. Proposed by Cllr Tew,
Seconded by Cllr Threadgold. Unanimously agreed, motion carried.

Report circulated with Agenda, appendix 1.
There is a shortage of bus drivers on the W8 route from Bozeat to Wellingborough.
Cllr Alvis proposed a viewing of Scott Bader’s Health and Safety measures. Clerk to
organise.

REMEMBRANCE DAY PARADE and SERVICE
Unfortunately due to rising Covid levels in school children the Scouts organisation
have confirmed they will be unable to attend the Remembrance Day Parade and
Service on Sunday 14 November 2021.

It was RESOLVED to approve the quarterly budget to end of September 2021.
Proposed by Cllr Savage, Seconded by Cllr Talbutt, unanimously agreed, motion
carried.
It was RESOLVED to sign off the external audit AGAR. Proposed by Cllr Tyrrell,
Seconded by Cllr Threadgold, unanimously agreed, motion carried.
It was RESOLVED to approve a 2% pay rise for the Clerk backdated to April 2021 and
bonus of £350. Proposed by Cllr Threadgold, Seconded by Cllr Savage.

(a) Applications
Schedule was circulated with Agenda, Appendix 6.
NW/21/00497/FUL Parochial Rooms – RECONSULTATION AMENDED REDLINE,
UPDATED PLANS, DOCS & DESCRIPTION – planning at Wellingborough have
granted permission for on road parking.
NW/21/00825/FUL 22 Queens Road – No objection as 4 parking spaces have been
provided.
NW/21/00830/FUL 10 Howard Road – Objection by PC due to no off road parking
available.
NW/21/00838/FUL 16 Francis Dickins Close – No objection.
NW/21/00864/FUL/NW/21/00865/LBC 10 Church Lane – No objection, LBC
subject to conservation approval.

Hookhams Path – Section 106 Agreement negotiations are ongoing, subject to title
and searches.

REPORTS OF THE WORKING PARTIES/REPRESENTATIVES
(a) Playing Field and Parks Management Committee – Draft minutes from the
last meeting were circulated. Cllr Savage is organising phase 3 of the brook
clearance for Thursday 28 September 2021. Clerk to ask for volunteers.
(b) Environment, Highways and Cemetery – Cllr Tew had circulated a report,
Appendix 8. Cllr Savage had obtained 2 quotes to clean the War Memorial
with funding from the maintenance/contingency budget to pay for the
works. Cllr Griffiths is keen to work with Cllr Tew to improve safety on the
A509. Leaf clearing is taking place on Saturday 06 and Saturday 13
November. Both MVAS cameras are working on Cobbs Lane and Hookhams
Path.
Street Lights – Cllr Savage confirmed all village street lights are working.
Footpaths – Cllr Alms reported that the Green Lane is still closed to everyone
at the end of Shepherds Hill. It was proposed that the PC holds a petition to
poll the residents regarding a permanent closure to all vehicles, which will
then be presented to NNC. NNC have advised that the PC would have to pay
for any repair works to the surface of the Green Lane but Cllr Alms stated
that this is a Highway responsibility.

(c) Community – Safety – There is a Police, Fire & Crime Commissioner Virtual
Councillor meeting on Tuesday 26 September at 6pm via Microsoft Teams.
Events Committee – Cllr Boddington is looking at a Christmas event for the
village, reinstating the WASNAV, a Summer fair and a large Jubilee
Celebration. Next meeting is on Monday 01 November 2021 7pm, WMC.
(d) Village Hall – Cllr Goldsmith is considering a small kitchen refurbishment as
the new community centre is some way off being built.
(b) Youth – Youth Club – Cllr Alms reported numbers are low and they are
looking to recruit new members. Cllr Alms is stepping down as Chairman
at Christmas. Cllr Boddington is meeting the youth group to see how it
might develop with other youth organisation in the village as there are
several in existence.
Youth Report – Cllr Boddington will present the findings of the Wollaston
Youth Initiative at the next meeting.
