MINUTES OF THE MEETING OF WOLLASTON
PARISH COUNCIL HELD AT THE OASIS, HIGH STREET, WOLLASTON ON THURSDAY 25 MAY 2023.
PRESENT: Councillors Messrs Alvis, Carter, Goldsmith, Hodson, Jones, Mitchell, Savage, Talbutt, Threadgold, Mrs Milroy and Mrs S. Grant (Clerk & RFO).

23/042 – ELECTION OF CHAIR Cllr Savage proposed Cllr Alvis as Chair. Cllr Jones Seconded the proposal, agreed unanimously, motion carried. Declaration of Office signed. 23/043 – ELECTION OF VICE CHAIR Cllr Alvis proposed Cllr Savage as Vice Chair. Cllr Jones Seconded the proposal, agreed unanimously, motion carried. 23/044 – OPEN MEETING None 23/045 TO RECEIVE APOLOGIES FOR ABSENCE Apologies were received from Cllr Alms (annual leave), Cllr Boddington (annual leave) and Cllr Jackson. Cllrs Carr, Griffiths, Partridge-Underwood (Annual General Meeting) and PCSO Donna Fenner (work commitment). 23/46 – NORTH NORTHANTS COUNCIL No report was available 23/047 – DECLARATION OF INTERESTS None relating to business on the agenda. 23/048 – MINUTES Minutes of the Parish Council meeting from 20 April 2023 were agreed and signed as a true account. Proposed by Cllr Savage, Seconded by Cllr Jones. Unanimously agreed, motion carried. 23/049 – CLERK’S REPORT Report circulated with Agenda, appendix 1. |

Proposed by Cllr Alvis. Seconded by Cllr Carter. Unanimously agreed, motion carried. 23/052 – REPORTS (a) Playing Field & Parks Management Committee Update – draft minutes circulated. No issues although the Brook is blocked – PF committee to approach Football & Cricket Club for a support group to help clear. (b) Environmental, Highways, Cemetery & Street Lights Update – Cllr Alvis & Cllr Savage to discuss replacement of Wollaston Lights (LED) for September. Community litter pick on May 8th was a success with approximately 20 people attending. Scott Bader are holding a litter pick event on July 4th. Scott Bader Wall on York Road needs attention due to overgrown greenery damaging the wall – potentially dangerous. Cobbs Lane wall belonging to The Priory also needs attention due to erosion. Village Clock at the Nags Head has stopped with a call out fee of £250 in 2018. Local electrician has investigated. Cllr Savage to look into new Coronation Clock. Cllr Savage advised the fence at the Pyghtles play area needs replacing, current quote £800. Clerk to check S106 monies (c) Street Dr/Fix My Street Report – Report circulated. List has reduced. London Road/Rotten Row needs to be resurfaced. Cllr Savage to chase Ben Wright again. Historical Finger Post at top of Hookhams Path (367933) Cllr Milroy to chase again. (d) Footpaths Update – Green Lane now open to all traffic. Cllr Milroy to draft letter for Clerk as Bedfordshire CC do not allow traffic during wet weather. Cllr Milroy to send Bedfordshire link to Cllr Alvis. (e) Village Hall Update – draft minutes circulated. Cllr Goldsmith advised of Gas Meter issues. Smart meter to be repositioned on June 5th/9th so that it can be seen. Have been overcharged by EON, this will not be paid. (f) CrimeandCommunitySafetyUpdate–CllrMilroyreported14crimeswithin April 2023. PCSO Donna Fenner has conducted a talk in Wollaston Primary School to Year 6 children on knife crime and KS2 assembly on Anti-Social behaviour (g) Community Events Update – Cllr Milroy reported Flyers for the Wollaston Festival on June 25th have been circulated. Clerk to arrange Street Furniture. Street Closures / Blue Badge holders as per last year. All help gratefully received. |

23/053 – PLANNING (a) Applications Schedule was circulated with Agenda. Cllr Jones updated: (b) Community Centre and Preschool update – New Community Hall – Duchy still being difficult over the repositioning. New HSE rules in 2020 have established major issues with the position of the new build due to proximity of Scott Bader factory. Cllr Goldsmith & Cllr Mitchell to raise and push Duchy for a response 23/054 – APPOINTMENT OF COMMITTEE AND WORKING PARTY MEMBERS
