MINUTES OF THE MEETING OF WOLLASTON
PARISH COUNCIL HELD AT THE OASIS, HIGH STREET, WOLLASTON ON THURSDAY 15 JUNE 2023.

PRESENT: Councillors Messrs Alms, Alvis, Carter, Goldsmith, Jackson, Savage, Talbutt, Threadgold, and Mrs S. Grant (Clerk & RFO).

23/056 – OPEN MEETING

None.

23/057 – TO RECEIVE APOLOGIES FOR ABSENCE

Apologies were received from Cllr Boddington, Hodson, Jones, Milroy (annual leave) and Cllr Mitchell.
Cllrs Carr, Griffiths, Partridge-Underwood and PCSO Donna Fenner (work commitment).

23/058 – NORTH NORTHANTS COUNCIL

No report was available (Cllr Alvis to forward on line consultation to Clerk for parking).

23/059 – DECLARATION OF INTERESTS

None relating to business on the agenda.

23/060 – MINUTES

Minutes of the Parish Council meeting from 25 May 2023 were agreed and signed as a true account. Proposed by Cllr Goldsmith, Seconded by Cllr Threadgold. Unanimously agreed, motion carried.

23/061 – CLERK’S REPORT

Report circulated with Agenda, appendix 1.
Social Media – Facebook update, thanks to Cllr Boddington the Wollaston
Parish Facebook page is up and running. Clerk to hold meeting with Damian Scott for Wollaston & Strixton Page interaction.
New Website delayed awaiting Whitestar, Clerk to chase w/c 26Th June.
Emails – due to recent scamming and security issues look at possibility of changing. To be reviewed in September.
Clerk Mobile phone to be purchased 20th June.
Community Grants due to be sent out in July for return in September – Clerk to send Cllr Alms copy of current application form as possibly a more robust system is

required (proof of spending). Cllr Alvis and Clerk to meet to discuss.
VAT – Clerk to clarify with NCALC the process of claiming back VAT against the Cricket Club/Village Hall as these are owned by the Parish Council.
Clerk Training – Friday 16th June “Off to a Flying Start” course will be attended in Moulton. New Clerk Finance course attended on 8th June.
Memorial June 22nd – Order of service to be finalised and amended to include
Dick Parsley as Kerry Woodrow unable to attend due to ill health. Clerk to
purchase Wreath.
Planning Courses booked for 22nd June and November 20th for Cllr Carter.
Finance – Cllr Alvis and the Clerk to meet to discuss June Budget. Payments – Discussion held to establish if payments should be one month in arrears as currently agreeing on payments half way through the month. Separate ad hoc meeting
to be arranged.
Events Wollaston Festival – Clerk confirmed Street Furniture will be delivered on Thursday 22nd June to Village Hall wooden shed in car park.
IT Issues – Clerk to look into outside contractors to support the current systems due to ongoing issues.
Clerk annual leave – office will be closed Monday 10th July to Friday 14th July. Reopen Monday 17th July 12 noon.

Receipts circulated. It was RESOLVED to approve receipts for May 2023. Proposed by Cllr Alms. Seconded by Cllr Savage. Unanimously agreed, motion carried.

23/063 – REPORTS

(a) Playing Field & Parks Management Committee Update – draft minutes circulated. No issues. Cllr Savage confirmed that St Mary’s play equipment had been painted. External audit has been carried out on the PF equipment and St Mary’s and there are a few issues. Cllr Savage to look into.

(b) Environmental, Highways, Cemetery & Street Lights Update – Cllr Savage to obtain a further quote for Pyghtles fence repair (S106 monies can be used). The weeds in the far right hand corner of the Pyghtles play area need attending to – Hayeswood to Spray? Cllr Alvis and Savage to discuss. The railings in Church Lane have been painted and Cllr Savage thanked Cllr Talbutt for his help. High Street railings need & Benches are to be stained/painted over the summer by committee members (paint has been purchased).

(c) Street Dr/Fix My Street Report – Report to be circulated w/c 19th June by Cllr Savage.

(d) Footpaths Update – nothing to report. The section of the footpath down to the playing field is obstructed by overgrown bushes. Cllr Goldsmith to arrange for this to be cut back.

(e) Village Hall Update – draft minutes circulated. No issues although the lack of attendance at the monthly meetings by weekly/regular users was noted.

(f) Crime and Community Safety Update – In Cllr Milroy’s absence the Clerk reported 14 crimes within May 2023.

(g) Community Events Update – Sunday 25th June 12 – 4pm. All help gratefully received for marshalling the road closure.

(h) Community Centre and Preschool update – a letter had been sent to the HSE on June 15th and we are awaiting confirmation of the 2011 new danger zones. Alternative plots discussed – London Road A509, Field opposite Water Tower and Doc Martens site.

23/064 – PLANNING (i) Applications

Schedule was circulated with Agenda. Cllr Carter updated:
Proposed Recycling Centre, Doddington Rd NCC/20/00017/WASFUL, NNC – NNC recommending application is refused. No update yet.
NW/21/010808/HSC Scott Bader – Inspection has started. Awaiting decision. NW/22/00684/FUL 89 Hinwick Road – Still awaiting decision.
NW/23/00310/CND 1 Church Lane – proposed windows, doors, panels etc in line with a listed building consent. No objection from PC. Awaiting decision.

Cllr Carter confirmed that Cllr Hodson & Jackson had joined the Planning sub committee and that a new process for applications that need further investigation had been agreed following the issues from 2 Hickmire. Cllr Carter also confirmed that he was attending two Planning Training sessions to obtain further technical knowledge.

23/065 – NEXT MEETING

Meeting of Wollaston Parish Council meeting to take place on Thursday 20th July 2023, 7pm, Oasis Building, High Street, Wollaston.

The Chair thanked Councillors for their attendance. The meeting was closed at 8.15pm.
