MINUTES OF THE MEETING OF WOLLASTON
PARISH COUNCIL HELD AT THE OASIS, HIGH STREET, WOLLASTON ON THURSDAY 20 APRIL 2023.

PRESENT: Councillors Messrs Alms, Alvis, Boddington, Hodson, Jackson, Jones, Mitchell, Savage, Talbutt, Threadgold, Mrs Milroy and Miss D. Styles (Clerk & RFO).

23/032 – OPEN MEETING

None.

23/033 – NORTH NORTHANTS COUNCIL

Cllr Alvis raised the issue of brown bins and brown paper bags and had written to George Candler at NNC and awaiting response as on holiday. Confusion over when the bags are to be collected. Cllr Partridge-Underwood to look into.
Cllr Partridge-Underwood reported on the free swimming sessions for children during school holidays which was successful during the Easter Holidays and the Government scheme Health scheme in conjunction with Slimming World.

Ward Support money of £6K, a proportion of which is being split between Methodist Lunch Club, Community Library and Wollaston Youth Club.
Cllr Alvis had spoken to Cllr Carr regarding the Irchester to Wollaston cycle path. This has been raised by the Ward Counsillors with Wollaston secondary school and full support was pledged. Section 106 monies and historical Section 106 monies – is this money still available?

Cllr Alms reported on the Natural England Species Recovery Programme. This is a fully funded project and Cllr Alms has contacted the Planning Conservation Team. There is £50k – £500k available with a tight deadline of end of May 2023.

23/034 – TO RECEIVE APOLOGIES FOR ABSENCE

Apologies were received from Cllr Carter (work) and Cllr Goldsmith (annual leave). Cllrs Carr and Griffiths and PCSO Donna Fenner.

23/035 – DECLARATION OF INTERESTS

None relating to business on the agenda.

23/036 – MINUTES

Minutes of the Parish Council meeting from 16 March 2023 were agreed and signed as a true account. Proposed by Cllr Mitchell, Seconded by Cllr Boddington. Unanimously agreed, motion carried.

23/037 – CLERK’S REPORT

Report circulated with Agenda, appendix 1.
The Government Emergency Alert is due to sound at 3pm Sunday 23rd April. Consultations – Kettering Energy Park Master Plan.
Gypsy and Traveller Local Plan – Scope and Options Consultation.
Asset of Community Value – notice received for The Hill to accept the nomination and the pub has been registered as an Asset of Community Value.
Awaiting to hear from Nags Head – Clerk to chase
Clerk to investigate who owns the Yard and possibly make this a community asset. Martyn Pearson memorial plaque – Cllr Savage has offered to organise this in memory of Mr Pearson for the Cuckoo Tree Bench.

23/038 – Appointment of new Clerk

Cllr Alms welcomed Suzanne Grant to the position of Wollaston Parish Clerk. Start date 23rd April 2023 with a two week handover. Cllrs offered their help and support and new Clerk to arrange training courses on NCALC. Pension scheme to be discussed. Cllr Alms to handover to Cllr Carter as head of HR.

Receipts circulated. It was RESOLVED to approve receipts for March 2023. Proposed by Cllr Boddington. Seconded by Cllr Threadgold. Unanimously agreed, motion carried.

A copy of the bank reconciliation had been circulated showing available amounts in the bank account for daily banking, earmarked 50% reserves in case of non-payment of precept and earmarked monies for new community centre and preschool building. Savings account earmarked for S106 monies, Pyghtles/Neale Close. Cllr Alvis will contact NCALC and enquire whether a separate bank account can be available for the new build.

It was RESOLVED to approve the End of Year Budget to 31 March 2023. Proposed by Cllr Milroy. Seconded by Cllr Alms.

It was RESOLVED to approve and sign off internal audit 2022/2023 and report. Confirmation of the dates of the Period for the Exercise of Public Rights. Publication dates 3rd July 2023 to 14th July 2023.

23/040 – PLANNING (a) Applications

Schedule was circulated with Agenda. Cllr Jones updated:
Proposed Recycling Centre, Doddington Rd NCC/20/00017/WASFUL, NNC – NNC recommending application is refused. No update yet.
NW/21/010808/HSC Scott Bader – Inspection has started.
NW/22/00684/FUL 89 Hinwick Road – Still awaiting decision.
NW/22/00896/FUL 81 High Street – Permitted, 14.02.2023.
NW/23/00111/FUL Wollaston School – PC has no objections, Clerk to respond. NW/23/00123/FUL Summer Leys – PC has no objections, Clerk to respond. NW/23/00084/FUL 24 Thrift Street – PC responded, no objections. Await decision. NW/23/00156/FUL & NW/23/00157/LBC 2 Hickmire – PC has objections subject to parking conditions, access to the extension must be from Church Lane with hard standing parking available for vehicles. Clerk to respond. Awaiting decision.

Community Centre and Preschool update – CEO & Head of rural affairs to meet 21/04/2023

Summers Grange/Hookhams Path – Traffic audit will be completed once maintenance to the path has been carried out.

23/041 – REPORTS
(a) Crime and Community Update – Cllr Milroy reported from Neighbourhood

watch of PC FB page – figures for Wellingborough & Rural 20 crimes – up by 10 last year (9 violent/sexual, 3 criminal damage, 3 vehicle damage, 3 vehicle crimes, 3 burglary 2 other) No anti-social. Mrs Milroy to send list

(b) Community Events Update – Cllr Boddington reported that the Events Committee were very busy, Magazine now out. Clerk to email Chair report to Cllr Boddington for Magazine. The Summer Event is well planned. Await road closures – need street furniture, organise and check bar with Andrew Silsby. Coronation Event is very quiet, only 1 official road closure. No Village

of the Year this year. No uptake on the Big Help Out on Bank Holiday Monday 8th May.

(c) Village Hall Update – Caretaker and Cleaner now appointed.

(d) Footpaths Update – Nothing to update. Cllr Alms reported the petition to close the green lane had reached 160 signatures. Clerk to organise Wreath for Manchester Bombing Memorial on 22nd June.

(e) Environmental, Highways, Cemetery & Street Lights Update – No meeting this month. Litter picking, painting and bins to be carried out. No response received regarding the issues at the Cemetery. All street lights OK – PC own 16 street lights.

(f) Street Dr/Fix My Street Report – Report circulated. The reports logs have increased, however faults fixed have more or less matched them.

(g) Playing Field & Parks Management Committee Update – draft minutes circulated, but no issues.

23/041 – NEXT MEETING

Annual Assembly of the Parish and Wollaston Parish Council meeting to take place on Thursday 25th May 2023, 7pm, Oasis Building, High Street, Wollaston.

The Chair thanked Councillors for their attendance. The meeting was closed at 9pm.
