CCTV Policy and Risk Assessment

Wollaston Playing Fields

  1. Purpose of the CCTV System

Wollaston Parish Council operates a CCTV system at Wollaston Playing Fields for the purposes of:

  • Preventing and detecting crime and anti-social behaviour;
  • Protecting Council property and assets;
  • Assisting in the identification of offenders;
  • Promoting the safety and security of members of the public, staff, councillors, volunteers and contractors;
  • Supporting the Council’s duty to maintain safe public recreational facilities.

The Council considers the use of CCTV to be necessary and proportionate in order to meet these legitimate aims and for reasons of substantial public interest relating to public safety and crime prevention.

CCTV Risk Assessment

  1. Location Covered

The CCTV system covers selected areas of Wollaston Playing Fields, including:

  • Pavilion/buildings;
  • Car parking areas;
  • Children’s play areas;
  • Main access and entrance points;
  • Areas vulnerable to vandalism or anti-social behaviour.

The system will not intentionally monitor private property or areas where individuals would reasonably expect privacy.

  1. Identified Risks
Risk Potential Impact Mitigation Measures
Excessive monitoring of members of the public Breach of privacy rights Cameras positioned only where necessary and proportionate
Recording beyond Council land Unlawful data capture Camera angles restricted and regularly reviewed
Unauthorised access to footage Data breach Password protection and restricted authorised access only
Excessive retention of recordings GDPR non-compliance Automatic deletion after retention period
Misuse of footage Reputational/legal risk Access logs maintained and staff trained
Failure to inform public Lack of transparency Clear CCTV signage installed throughout site
Cybersecurity risks Unauthorised disclosure Secure systems, passwords and software updates maintained
  1. Lawful Basis for Processing

The Council processes CCTV footage under:

UK GDPR Article 6

  • Article 6(1)(e) – Public task; and/or
  • Article 6(1)(f) – Legitimate interests.

Data Protection Act 2018

Where applicable, processing is undertaken for reasons of substantial public interest, including:

  • Preventing or detecting unlawful acts;
  • Protecting the public against dishonesty, malpractice or seriously improper conduct;
  • Safeguarding individuals and public assets.
  1. Necessity and Proportionality Assessment

The Council has considered alternative measures including:

  • Increased lighting;
  • Physical security improvements;
  • Increased inspections and patrols.

The Council considers CCTV necessary because:

  • The site is publicly accessible;
  • There have been incidents or risks of vandalism, anti-social behaviour and criminal damage;
  • The system provides deterrence and evidential support;
  • Monitoring is limited to relevant public areas only.

The Council believes the intrusion into individual privacy is minimal and proportionate to the benefits of improving public safety and preventing crime.
