WOLLASTON PARISH COUNCIL
PLAYING FIELD & PARKS MANAGEMENT COMMITTEE
MINUTES OF THE MEETING HELD ON TUESDAY 12 JULY 2022, 7.00pm
At The Clubhouse, Playing Field, London Road, Wollaston

VOTING MEMBERS PRESENT
Messrs Cotter, Green, Perry, Jones, Savage (Chair), Silsby, Tew and Mrs Milroy (Vice Chair) – Miss D. Styles, Clerk.

MEMBERS/PUBLIC PRESENT
Mr C. Boddington.

APOLOGIES
Mr Mitchell.

MINUTES
The minutes of the last meeting from 14 June 2022 were agreed unanimously and signed as a correct record.

FINANCES
Finances were circulated. The payments had been updated to reflect insurance for tractor at £268.77, play equipment £305.69, floodlight charge from beginning of the year £125.95, weed strim of car park and weed spray of areas £400, new battery for the tractor £70, Jubilee lights at the Pocket Park £4.80, wheelie bin and recycling bins 3 month contract £126.75 and key cutting £13.60. Total spends to date stand at £2,299.61 which tallies with the quarterly financial budget update. The balance of the St. Marys multi play equipment has been paid £10,869.44 leaving a deficit of £682.89, grant to be sought to cover this. Mr Tew queried when the tree safety audit would take place which will be Thursday 14 July, request to include other trees belonging to NNC.

Mr Boddington reported to the meeting Wollaston village had received a Gold Award from ACRE and had been impressed with the facilities at the Playing Field and the open spaces in the village. Discussions took place regarding proposal to install a skate park in the corner of the Playing Field behind the tennis courts. The existing storage containers would need to be moved. Funding needs to be obtained to draw up plans then further funding to build the skate park. It was agreed the football and cricket representatives would take the idea back to their committees to discuss. If approved, it would be submitted to the Parish Council for agreement. Discussions then took place regarding the MUGA/tennis courts and S106 monies to upgrade the area. Clerk will forward existing quotes to Mr Green for him and others to agree final requirements and an updated quote would be obtained. It was proposed if the skate park was agreed, the upgrade to the MUGA/tennis courts and skate park would take place at the same time. Mr Savage will look for old plans drawn up for the extension of the clubhouse, which Mr Jones has been looking into.

PLAY EQUIPMENT AND ADULT GYM INSPECTION/MAINTENANCE
Mr Savage had inspected all equipment and handed over the inspection sheets to the Clerk. Difficulty in obtaining quotes to repaint the equipment at St. Marys but will persevere. The Kangaroo springer seat at St. Marys play area needs replacing, Clerk to organise. Moulton Parish Council have requested information via email regarding adult gym equipment. Mrs Milroy is collating information for Clerk to forward.

POCKET PARK
No issues with locking and unlocking and it would appear security at Scott Bader are assisting again. Mr Silsby will find out days they are available to open to save duplication.

SPORTS ASSOCIATION REPORT
Cricket continues to go well with Fridays busy. Difficult to get 3 adult teams to play due to holidays etc and the 1st team lost in the semi at Finedon. Youth is going well. Football league returns 20 August 2022 so cricket and football will work together regarding parking due to the overlap in seasons. Adults begin training next week with Vets training Thursdays. A donation of £200 is available for the Events Committee from the takings at the Clubhouse during the Jubilee Picnic in the Park. Mrs Milroy thanked Mr Silsby for this.

PURCHASES REQUIRED
Repaint of equipment at St. Marys. Purchase plastic recycling bench to begin replacing wooden benches that are beyond repair.

FIELD MAINTENANCE/MATTERS RELATING TO THE FIELD
Weed and feed discussed. Clerk will ask Mr Wilcox for advice regarding application as the ground is very dry with cracks appearing. Concerns the weed and feed will ‘scorch’ the area so possibly postpone until September particularly as the schools break up soon and it will be difficult to keep everyone off the field for 24 hours. It was agreed to have a weekly wheelie bin collection due to the amount of events taking place as well as cricket and football games. A barrier and street signs need collecting, Clerk to ask NNC Highways to collect. Mrs Milroy kindly agreed to drop the tables left in the changing rooms to the Village Hall. Mr Savage had received a quote to refurbish the wooden benches. It was agreed Mr Silsby would see what benches can be removed and which ones need refurbishing. Tidy Bear bin in the play area needs securing to the ground again, quote received for £98, agreed to go ahead with this. Discussions took place regarding marking up the car park with parking spaces. It was agreed to look at quotes for 48 spaces. Anglian Water have repaired the burst main to the top of London Road. The corner of the field by the container at the tennis courts will be monitored to check for further water there. May be a natural spring. Discussions also took place regarding several incidences regarding irresponsible dog owners including getting in the way of cutting equipment, abuse to the tractor driver, dogs off leads and coming into the clubhouse, excrement and dog bites. Look at moving the large sign in the trees to a more prominent position and place large corrugated signs at the 4 main entrances to field to say Dogs on Leads only.

DATE OF NEXT MEETING
Tuesday 13 September 2022, 7pm at The Clubhouse, Wollaston.

There being no further business the Chair thanked everyone for attending and closed the meeting at 8.15pm.
