You are hereby summoned to attend a Meeting of the Parish Council of Wollaston which is to be held on Thursday 21 April 2022 which commences after the 7pm start of the Annual Assembly of the Parish at the Oasis Building, High Street, Wollaston for the purpose of transacting the following business, namely:-

Wollaston Parish Council
Events Committee

Terms of Reference and Standing Orders adopted at the Parish Council meeting on Thursday 19 May 2022 to be reviewed annually.

Members: Two Parish Councillors, appointed annually at the May Parish Council meeting and three elected representatives of the Wollaston Events Committee to act as general members. The Parish Council Clerk will act as Secretary.

Quorum: The quorum of the committee will be four.

Voting: Only the above members may vote at a meeting. For any contentious issues four voting members must be present. The Chair shall, in the case of an equality of votes, have a second or casting vote.

Finance: The Wollaston Events Committee will have its own bank account and will accrue funds through various events in the community, the monies of which will be used to fund other events. The Parish Council will allocate an annual grant to the committee. The RFO of the Parish Council will oversee payments, expenditure and ensure the accounts are audited annually. There will be at least 2 people having access to the bank account, one being the RFO of the Parish Council, the other being the Chair of the Committee.

Interests: If a member has a personal interest in any event then they shall declare such interest as soon as it becomes apparent, disclosing the existence and nature of that interest as required.

Minutes: All minutes shall be open for the inspection of any member of the Council and public.

Admission of The Public and Press to Meetings: The public and press shall be admitted to all meetings, which may, however temporarily exclude the public and press by means of the following resolution:-
“That in view of the special/confidential nature of the business about to be transacted, it is advisable in the public interest, that the press and public be temporarily excluded and they are instructed to withdraw.”

Responsibilities: The committee is responsible for the planning and execution of community events in the village of Wollaston and producing a local magazine, namely the Wollaston Together magazine. The committee is responsible to ensure it carries out risk assessments and provides public liability insurance for events together with any relevant Safeguarding policies.

Procedures: The committee shall elect a Chair (from the Parish Council members) before proceeding to any other business and 3 general members from the community’s general public attending each June meeting. The accounts will be audited annually in August.

MINUTES OF THE MEETING HELD ON TUESDAY 12 APRIL 2022, 7.00pm
At The Hill, Wollaston

MINUTES
The minutes of the last meeting were agreed unanimously and signed as a correct record.

FINANCES
Finances were circulated. Spends for March, Norse wheelie bin empty £29.80. Total spent for the year was £10,584.29 nett, balance of £1,415.71 which does not roll over for the next financial as a new budget is set each financial year. The end of year budget was circulated. Within budget were play area audits, litter bin emptying, wheelie bin emptying, mole contract, mowing, tennis courts energy charge, Pocket Park works, tree work, tractor insurance, tractor service and play equipment/outdoor adult gym equipment insurance. Spends for general maintenance was over as security bollards were installed 50% contribution, hedge work as extra trims were required by the cricket nets and up to the clubhouse by the path and the tractor fuel costs were over.

STORAGE AREA BREAK IN
No update from the insurance company. Clerk will chase for an update. The tractor has been repaired, a new battery is required. The alarm system is in with signage in the area. Data tagging was discussed and painting of equipment. It was agreed to purchase the Hawthorne trees Mr Savage had received quotes for at the hedge. Security bollards and trenching was discussed to the perimeter of the area. Clerk to gain quotes for trenching.

PLAY EQUIPMENT INSPECTION
Mr Savage had carried out the inspections of the play equipment at St. Mary’s, The Pyghtles and Playing Field areas including the adult gym and passed the check sheets to the Clerk. Clerk will obtain a quote from handyman in Irchester and Mr Savage will ask Stuart for a quote to repaint the play equipment at St. Marys to include the car, igloo, swings and balance area. The new play equipment had been ordered and await confirmation of delivery time for works to begin.

POCKET PARK
The PF committee have been locking and unlocking the gate. Michelle Dove has decided not to do ahead with the herb bed due to obtaining insurance, risk assessments. Plant flower boxes re-installed at safety railings outside the Pocket Park after damage was sustained to the railings. These were replaced within 48 hours by Highways. A resident had asked permission to sell baking wares in the Pocket Park, this was declined as the Parish Council only lease the area.

SPORTS ASSOCIATION REPORT
Mr Silsby reported that the cricket season begins a week on Saturday. They have started using the new nets. Mike at Maximow is cutting once a week as awaiting the outfield mower. Mr Green reported that there are 3 weeks before the end of the football season. The Reserves play in the cup final next Wednesday. The 1st Team played in the cup semi but unfortunately lost on penalties. The Vets have one home game postponed to fit in before early May. The pitches are looking good.

PURCHASES REQUIRED
Hawthorne trees as previously mentioned. Mr Savage has received a quote from Cawleys regarding waste and recycling units. Clerk has asked North Northants Council for a recycling bin quote. Wheelie bin collections to be discussed at next meeting.

FIELD MAINTENANCE/MATTERS RELATING TO THE FIELD
No update regarding a postcode, Clerk will chase. Discussion took place regarding the septic tank. It was advised to turn off the water at the mains tap and check the levels. The metal picnic table is available. To discuss where to place the table at the next meeting when the committee are down at the playing field. Discussion at next meeting to decide where to place the outside table tennis unit. Mr Boddington reported the Jubilee events are proceeding well. Need to book Brett the electrician to complete the electrical works for the sound system for the Picnic in the Park on Sunday 05 June. The bar has been organised although there is an event on the Friday evening, purchase extra supplies on the Saturday morning. Mrs Milroy reported that some stills of CCTV images had been passed to the Police. The local PCSO has been very pro active in identifying youths responsible for drinking alcohol under age. This was confiscated. The PCSO is working with Wollaston School and local shops to identify those vulnerable to under age drinking.
